VIETNAM–SINGAPORE GREEN ECONOMY COOPERATION HOLDS STRONG GROWTH POTENTIAL

Green economy cooperation between Vietnam and Singapore is moving from broad commitments towards more structured projects in renewable energy, sustainable finance, eco-industrial parks and carbon markets. Singapore brings capital, technology and regulatory experience, while Vietnam offers strong demand for clean energy, a large industrial base and considerable renewable energy potential. Existing initiatives include greener Vietnam–Singapore industrial parks, cross-border electricity links and cooperation on carbon credits under Article 6 of the Paris Agreement. Yet progress is not automatic. Differences in regulation, limited carbon-market capacity, shortages of skilled workers and gaps in digital infrastructure continue to slow implementation. Stronger legal frameworks, technology transfer, workforce training and better access to green finance will be needed if the partnership is to deliver lasting economic and environmental benefits.


HIGH-SPEED RAIL WILL PLACE ONLY A MODEST DEMAND ON VIETNAM'S POWER SYSTEM

Vietnam’s planned North-South high-speed railway will increase electricity demand, but the additional load is expected to be relatively small compared with the country’s future power needs. According to the pre-feasibility study, the railway would consume about 577 million kWh of electricity in 2035, rising to around 1.5 billion kWh by 2050. That would account for less than 0.3% of projected national electricity consumption. China’s experience suggests that even extensive high-speed rail networks can be integrated into the power system with careful planning and timely investment. The real challenge, therefore, is not the amount of electricity the railway will use. It ensures that sufficient renewable and low-carbon power is available, enabling the project to deliver meaningful emissions reductions while supporting Vietnam’s long-term energy transition.


VIETNAM TO ALLOCATE AT LEAST 2% OF ANNUAL STATE BUDGET TO ENVIRONMENTAL PROTECTION

Vietnam will allocate at least 2% of its annual state budget to environmental protection during the 2026-2030 period under a new policy direction. The funding will support pollution control, climate change adaptation and ecological restoration, while also helping mobilise green finance and international climate funding. The commitment marks a shift towards treating environmental protection as a long-term development priority rather than a standalone spending item. It also provides a more stable source of funding for implementing Vietnam’s green growth strategy and net-zero commitment. If accompanied by effective governance and private-sector participation, the policy could strengthen the country’s capacity to address environmental challenges while supporting a more sustainable model of economic growth.

SOLAR PANELS AND ELECTRIC VEHICLES HELP WAREHOUSES CUT EMISSIONS

More warehouse operators in Vietnam are combining rooftop solar systems with electric vehicles as part of their environmental, social and governance (ESG) strategies. Using renewable electricity to power warehouses and charge electric forklifts and delivery vehicles helps reduce greenhouse gas emissions, lower energy costs and decrease reliance on fossil fuels. The approach also strengthens energy resilience by reducing exposure to fluctuations in electricity supply and prices. While the initial investment can be significant, businesses increasingly view these projects as long-term investments that improve operational efficiency and support corporate sustainability targets. As customers and investors place greater emphasis on low-carbon supply chains, integrated clean energy solutions are becoming an important source of competitive advantage for Vietnam’s logistics sector.
